Why Are Students Withdrawing Visa Applications?
In 2024, over 15,000 student visa applications were withdrawn—three times the number recorded in previous years. The withdrawal rate rose from 1% to 3% for higher education students and spiked to 6% for vocational education applicants.
Reports suggest that some universities, particularly those with high rejection rates, encouraged students—especially from South Asia—to withdraw their applications rather than risk an official refusal. Since visa refusals must be declared in future applications, many students opted to withdraw to protect their chances of reapplying successfully.
Visa processing delays also played a role, with university applications taking around three months to process and vocational training visas taking twice as long. These extended wait times may have discouraged applicants from continuing their pursuit of studying in Australia.
The Impact on Universities and Students
Universities also had an incentive to reduce visa refusals, as high rejection rates negatively impact their institutional immigration risk ratings. Despite these efforts, 11 universities faced downgraded risk ratings in April, further complicating the international student intake process.
While immigration policies have tightened, a new report from the Australian Bureau of Statistics indicates that efforts are being made to address student housing shortages. Between 2021-22 and 2023-24, nearly 10,000 student accommodation rooms were approved for construction, with approvals accelerating in recent years.
With nearly 36,000 more student accommodation units in the pipeline, the Student Accommodation Council emphasizes the importance of expanding purpose-built student housing (PBSA) to alleviate pressure on the private rental market.
